As all the others last TPs of the new 52 series, this one is just filling in order to reach the 52 issues. The real story ended within vol 8.

The Flash, branded a danger, is hunted down by the law....nah....it's the deputized Rogues!
By KBoticus
Finally completed the last of the New 52 Flash title.
Story: I found the story sort of jumps ahead with immediately telling you that Flash has been declared a menace after the destruction of the CCPD in his battle with Zoom. I just kinda...zooms...right into that. The CCPD is on the manhunt for Flash and Barry has to help them catch him...himself. The Rogues are brought in and deputized to take down the Flash. I liked seeing Barry (out of costume) interacting with Snart because the Rogues don't know Barry is the Flash. I already knew who the real villain of this whole book was so I couldn't be surprised when I turned the page, but it's nice to see this villain getting some more mileage. Their plan was appropriately vile, motivated by greed and ego, and thus helped the Flash shine as our hero. Hey, sometimes the hero just has to stand there and take it. Some of my favorite parts of the book are when we get to see Wally's life. We see him discovering his new powers and struggling to control them while also wanting to help the Flash. There's some real heart in one of those Wally scenes. I was surprised that this book contains The Flash: Rebirth #1. If you haven't read DC Universe: Rebirth #1...a. where have you been?, and b. it's best you get that and read it before reading Flash Rebirth as that issue at the end of this book will spoil something huge! I enjoyed seeing Flash and the Rogues interact. I thought their interactions in volume 2: Rogues Revolution was better though. All in all, this is a pretty satisfying conclusion to one of the best runs of the New 52 and I'd recommend it to any Flash fan.
Art: The art is above average. It's not fantastic, but not bad either. It's real easy to follow. The artists in this book don't really play around with the page format or composition. It's pretty straight forward. Jesus Merino sort of takes an element from Darwyn Cooke in that Jesus seems to draw the Flash with squinty eyes a lot in the same manner as Cooke drew a lot of his characters. It looks fine for the most part, and there are some really cool images of the Flash in this book, especially the last one of issue 52. I loved Ivan Reis's covers. They are probably some of the best covers that this title has had in the New 52. Reis, Prado, and Sinclair really create some great, emotionally evocative images, like the cover of Flash behind bars. Really good stuff.
Overall: I'd have to say that I really enjoyed many small moments in this book rather than the book as a whole. It's worth getting, and there's heart in here. I'd imagine this book would be really good for a younger reader as some of the story is told from Wally's perspective as he watches the Flash take on the Rouges at his school. With Wally beginning to come into his new powers, I'd think that this book would be great for younger people as they'd love to imagine themselves as Wally pondering what he'd do with the Flash's powers. Wally also idolizes Flash and he seems to have found a hero to look up to. Not bad for a kid who use to get into trouble. I'd recommend getting this if you've been following Flash for the New 52. It's a nice finish before we jump into Rebirth.

This was one of the best stories by Robert Venditti

This was one of the best stories by Robert Venditti. The only thing is that the real villain of the story was a surprise. Not in a bad just I didn't see it coming kind of way. I don't want to give spoilers away so I won't go into more details.
The Story is also fast paste and Flash show that he can be really fast if he needs to be. The art is truly amazing. It just so beautiful that after reading it I looked back at some pages just to look at them
